Civil defence shelters in Finland – Guided visit for international visitors

During the 2025 Safety & Rescue Expo in Helsinki, international visitors are invited to join a guided visit to two types of civil defence shelters – one built into the rock and another located within a residential building.

Civil defence shelters have been part of Finland’s approach to preparedness since the 1960s. The Merihaka shelter, located in central Helsinki, is built into the bedrock and can accommodate around 6,000 people in case of a military threat. In everyday life, the space is used as a car park, sports hall, playground, and gym – illustrating the dual-purpose nature of many Finnish shelters.


The visit is organised by the Helsinki City Rescue Department, whose experts will provide an overview of the shelter structures, technical systems, and dual-use solutions in practice. The tour offers a practical insight into how civil protection has been integrated into urban infrastructure over decades.


Due to the secure nature of the locations, pre-approval is required. Applications must include your full name and passport number. Approved visitors will receive full details and meeting point information closer to the event.

Helsinki Expo and Convention Centre is easy to reach from Helsinki Airport – just 15 minutes by taxi or a short train ride. The venue is located right next to Pasila Station.
A full-service hotel, Holiday Inn Helsinki – Expo, is directly connected to the venue for maximum convenience.
